OYS Irish Regional Committee

The primary objective of the OYS Irish Regional Committee is to generate, coordinate, implement and oversee projects and activities in Ireland commensurate with the stated Vision, Mission and Values of the OYS.

The Irish Regional Committee is also responsible for communicating the activities, events and projects of the OYS to the OYS membership in Ireland. The committee provides a forum for sharing and communicating the activities of the OYS in Ireland and communicates with the Provincial Steering Committee as appropriate.

The OYS Irish Regional Committee positions and members are outlined below:

OYS Director

The OYS Director shall be a member of the OMI and shall be appointed solely at the discretion of the Provincial and Provincial Council of the OMI Anglo-­Irish Province.

Assistant OYS Director

The OYS Assistant Director, shall be appointed solely at the discretion of the Provincial and Provincial Council/Oblate Trustees of the OMI Anglo-Irish Province. The role of the Assistant Director is to work with the OYS Director, and members of the PSC to implement and deliver OYS policies and initiatives, and to represent the OYS Director, when necessary. The OYS Director, may at any time delegate any or all authority as outlined in this Constitution to the OYS Assistant Director.

Partners in Mission, Director

The Director of Partners in Mission (PiM) shall be a member of the OMI and shall be appointed solely at the discretion of the Provincial and Provincial Council of the OMI Anglo-­Irish Province.

Oblate Youth Worker

The Oblate Youth Worker shall be appointed by the OMI.

 

 

Appointments for the positions of Irish Regional Honorary Treasurer, Irish Regional Honorary Secretary and Irish Regional Honorary Chairperson shall be made by the Irish Regional Committee from within its members.  The vote shall be open ballot conducted by the Chairperson (or OYS Director if Chairperson is to be decided).  The Chair will offer each candidate to put their name forward for each position.  If there is competition for a position, a majority vote will be held, the OYS Director will have the casting vote in the event of a tied vote.  All sitting members of the Irish Regional Committee will be entitled to full voting rights but may abstain from exercising those rights at their discretion.  Outgoing Regional Committee members may not vote.  Candidates may vote for themselves.

The term of office for all of the following positions (with the exception of OYS Director, OYS Assistant Director, PiM Director, Regional Coordinator and Oblate Youth Worker) shall be not more than two years with the option to renew for one further consecutive term of two years at the discretion of the Provincial Steering Committee.

Any one person shall only sit on the Irish Regional Committee in any capacity for a period not exceeding 4 years with the exception of OYS Director, OYS Assistant Director, PiM Director, Regional Coordinator and Oblate Youth Worker.

Irish Regional Committee Honorary Treasurer

The Irish Regional Committee Honorary Treasurer oversees all financial transactions associated with the OYS in Ireland, communicates as appropriate with PSC Treasurer, maintains the financial records of the OYS in Ireland and ensures all OYS financial dealings are conducted in an honest, open and transparent way and comply with all regulations, laws and best practice policies as outlined in the OYS financial policy.

Irish Regional Committee Honorary Secretary

The Irish Regional Committee Honorary Secretary acts as the primary contact point for communicating with OYS membership in Ireland and is responsible for organising Irish Regional Committee meetings and recording the minutes. The secretar prepares the Agenda for each Regional Committee meeting in consultation with the Chairperson and produces and publishes a report of each Regional Committee meeting which shall be made available to the members of the OYS.

The Irish Regional Committee Honorary Chairperson ensures punctual start to each and every Regional Committee meeting, ensures that the Agenda is adhered to in a expeditious manne and ensures that each debate is completed with a clear decision and if this is not possible to ensure that  a suitable course of resolution or clarification is pursued

Once all vacant positions on the Irish Regional Committee have been completely filled, all incumbent members of the Irish Regional Committee shall privately submit as many nominations for the position of Irish Regional Coordinator to the OYS Director or his delegate.  A member of the Irish Regional Committee may nominate himself/herself.

At a meeting of the Irish Regional Committee, the OYS Director will then present a list of approved candidates to the Irish Regional Committee for election.  The OYS Director reserves the right to disqualify any nominee from the process.

Key Responsibilities:

  • To work in partnership with the OYS Director and PiM Director to coordinate the projects and activities of the OYS in Ireland.
  • To sit on the PSC as the Irish Region’s representative.
  • To uphold the Mission, Vision and Values of the OYS and to ensure that the good name of the OYS is maintained.
  • To actively advise and encourage the OYS membership in Ireland to partake in local activities and projects.

Ordinary PSC Members

The number of Ordinary Irish Regional Committee Members shall be commensurate with the relative membership size and distribution in the Irish region and is not fixed.  However no less than five members of the OYS (not including the OYS Director, PiM Director and Oblate Youth Worker) shall sit on an established Regional Committee.  No less than three members of the OYS (not including the OYS Director, PiM Director and Oblate Youth Worker) shall sit on a newly formed Irish Regional Committee.

The Appointment process of the Irish Regional Committee

Appointments as an Ordinary Regional Committee Member to a Regional Committee follow this process:

  1. The Regional Committee shall formally notify the PSC in writing the number of vacant positions on the respective Regional Committee.
  2. On receipt of this notification, the PSC shall immediately appoint a Selection Subcommittee.  So as to act in as expedient and responsible manner as possible, the Selection Subcommittee may be appointed between meetings of the PSC with the written consent of the members of PSC.  The Selection Subcommittee consisting of the following:
    • OYS Director and/or OYS Assistant Director,
    • PiM Director
    • Two incumbent members of the sitting Regional Committee.  A senior OYS member(s) of the designated region may be appointed if it is not possible to appoint one or both of the incumbent members of the Regional Committee.
  3. Outgoing Regional Committee members may not be appointed to the Selection Committee
  4. The Regional Committee shall confirm how many positions are required.
  5. Through the OYS Director or his delegate, nominations shall be sought from the OYS membership in that region for the positions.  The membership may nominate themselves or another OYS member for a position.
  6. The Selection Subcommittee shall collate all the nominations The Selection Subcommittee will give due regard to following criteria in choosing members of the Regional Committee:
    • The candidate should have demonstrated an active commitment to the Mission, Vision and Values of the OYS as outlined in Part A of this Constitution
    • The candidate should be involved in at least one OYS project, event or activity
    • The candidate should be representative of the membership of the Region
    • Unless there are exceptional circumstances, the candidate should ideally be less than 25  years of age
  7. The Selection Subcommittee will consider the number of nominations any candidate may have received in the nomination process, however numbers for nomination alone will not guarantee selection for the Regional Committee
  8. The Selection Subcommittee shall fill the positions by way of a majority vote.  If the vote is split, the OYS Director has the casting vote.
  9. The filling of any vacancy on a Regional Committee shall be concluded within an 8 week period from the date of the appointment of the Selection Subcommittee.
  10. The nominees shall be notified of the decision.
